Health care services in Saudi Arabia (KSA) have improved tremendously since forming the first health department for the public in Mecca by royal order in 1925, establishing the Ministry of Health in 1950. The government has been involved in enhancing the Saudi population health by giving importance to health care facility development at the primary, secondary and tertiary stages (Al-Hanawi, Khan & Al-Borie, 2019).

Discussion:

The Saudi government apportioned SAR 146.5 billion in 2018, which funded the development of social and health services. The constitution defines health as a fundamental right, and it has formed systems to allow free health facilities to its population (Rahman, 2020).

Interception of management and governance in delivering high-quality healthcare services:

The roles of government and management in healthcare are important to ensure that a health care facility provides all the necessary services to people in need of care.

New Models of Care Program

The existing care models present several hazardous challenges for health care facilities. Unless management and government collaborate to address these challenges, significant change in reducing the hazards within the health care facilities cannot be made. The New Models of Care program, one of the seven themes by the Vision Realization Office of the Ministry of Health, is aimed at individual care and treatment enhancement. This program will support the wellness and health needs of people. Under this program, health advice will be provided through virtual care. It will be the primary contact point between the medical care provider and the patient, guiding individuals through the health care system and improving their access to medical care. The Accountable Care Organization Boards will be responsible for allocating resources among the population as necessitated by the program. These boards will have the right of deciding the non-clinical and clinical salary structure and salaries and employment rights, including evaluation and monitoring of managerial and clinical performance (moh.gov.sa, 2022).

Millennium Development Goals

The Ministry of Health decided to include policies strengthening healthcare management as part of its Millennium Development Goals. Policies to develop operation and management systems in health care facilities and ensure that efficient service and management standards are met through allocation of budgets separately for referral, specialist hospitals and other health areas. It also aimed at decentralizing management through privatisation and warrant implementation of quality standards. Healthcare management provided fair, affordable healthcare for the population while coordinating with other agencies through the Health Services Council. In addition, they also raised the efficiency of the medical services that would meet the disaster and normal situation needs. Shared governance, introduced through decentralization, was described as a key contributor towards excellence by nursing professionals (Alsufyani et al., 2020). 

Vision 2030

­Lastly, the challenge of infection prevention and control will be focused on by the government and management bodies of healthcare under the Vision 2030 Program, which aims at enhancing and adequately employing the hospital capacity for the betterment of preventative and therapeutic health care services (Al-Hanawi, Khan & Al-Borie, 2019).

Conclusion:

In conclusion, the policies and programs introduced by the Ministry of Health and the implementation of these by the health care management systems were reported. It was found that collaboration between the two areas was beneficial in delivering improved health services to the Saudi population.
