At the conclusion of the presentation, the committee authorised you to implement the project. To get the project started, you need to draw up a Project Charter as the formal authority for the project. The project sponsor has appointed you as the project manager. While preparing the Project Charter report, you need to express clearly the vision (why do this project), the mission (what is to be done), and the success criteria for this project.
You will also need to:
Identify other stakeholders, in consultation with the sponsor;
Predict high level costs involved in the project;
Hire a team for the duration of the project; and
Devise a high level plan for the number of sprints involved in the project and the objective for each sprint cycle.

You may need to make other necessary assumptions in preparing the Charter but make sure these are clearly stated. (You may be creative with your assumptions to ensure that your submission is unique.) The Project Charter will be displayed on the wall in the project team room for the duration of the project and includes information such as:
Project title and date of authorisation
Project manager’s name and contact details
Brief description of objectives and vision for the project
Summary budget
Success criteria for the project.

The objective of the proposed project is to overcome the limitation of the traditional system such as difficulty in retrieving the information about patient health from paper documents and records, inefficiency in analysing the patient information, no centralised data management for managing the data repository, and delay in providing the relevant information about the patient to the doctors.

The mission of proposed project is to increase the efficiency of the system by providing softcopies of the patient records to the doctor which helps in providing instant treatment for the disease. The remote viewing helps in maintaining the interaction between the patient and the doctors. The analysis of the patient health can be actively done to point out the critical areas by giving presentation of the patient health records to the team of specialists.

The new system is able to provide visual representation for facilitating discussion on the patient health even though the specialists are geographically apart. It is easy to retrieve the data from the web sources on the demand of patient and the physicians. The patient health records can be updated periodically for providing accurate information to the doctors. The management of centralised data helps in retrieving the information from any location ad at any moment of time. The accurate data can be effectively retrieved from the data sources.

The allocated budget for the completion of the proposed project is about $ 700,000.

Success criteria:

The success criteria of the project are marked as:

• Is the project capable of maintaining the health record of the patient?
• Is the project provides the information of the patient on demand by specialist?
• Is the accurate information is provided by the system?
• Is the retrieval of information in time consuming?
• What are the chances of availability of information?
• Does the system works efficiently for the new patients?
• What are the satisfaction levels of the patients and the professionals?
• Does the project delivered on scheduled time?
• Does the project completed within the proposed budget?
• Does the project fulfils the objective of the proposed project?
• Does it helps in resolving the issues of the traditional working system?

Project scope

“The functionality of Web based oncological working system can be improved with the retrieval of correct data and information and helps in enhancing the decision making process of the doctors” (Olayemi, 2014). The new system is equipped with the functionality like login portal for the admin, doctors, and the patients, search option for searching the patient record, new registration and creation of health record of the patient, user friendly generation of report for patient records, log out option, online help option, user administration for updating the records of the patient, and reporting system for the management of the report.

Schedule: 

The project should be completed within the period of six months. It has been approximated that the starting date of the project is 28-Aug-2017 and finishing date of the project is 26-Feb-2018.

Project Management Methodology:

The development of the project depends on the Agile scrum methodology. “These are the advanced methodologies used to manage the complex project” (Brooks, 2010). Agile is the software methodologies which is based on iterative development of the project activities. It is a cross functional matching of the requirement and the solution accomplished together. It makes use of predetermined practices for improving the quality of the project. “It focuses on adaptation, inspection, teamwork, self-organization, and teamwork” (Bozan, 2014).  From the diagram below, it can be concluded that how the agile methodology applies in the WOW project.

The scrum is the light weight framework for completing the project with the set of rules and principles. It is used for increasing the productivity of the system and helps in reducing the development time of the project. “The changing requirement of the customers can be incorporated in the project during the development life cycle of the project” (Carayon, 2009). It helps in improving the quality of the delivered project, anticipation of the changes, accuracy and quicker estimation, and control over the scheduling process. From the diagram below, it can be concluded that how the Scrum methodology applies in the WOW project.

• The team members are efficient on working with the agile scrum methodology.
• Availability of resources on time
• Good and healthy working environment
• Team members works efficiently in their working hours

Constraints:

• Budget is the major constraint
• Delivery of project on time within the period of six months
• Availability of resources on time

Expectation:

• The proposed project will be capable of providing well-managed system for handling records of the patients
• Provides accurate information of the patient
• Delivery of project on time
• Promote remote viewing concept for interaction between patients and the doctors.
• Satisfaction of the customers and the patients.

Governance:

Set of policies, rules, principles, strategies, functions, procedures, modules, and responsibilities should be well-defined for the effective working of the proposed system. It is the strategic framework which is used for guiding the completion of the project.
