The project plan was first prepared with defined scope statement for the project. The schedule and funds were estimated and a final project proposal was prepared. This proposal was sent to the project manager for verification and authorizations.

The financial manager has authorisation to expend resources.

The project is governed by the project manager as well as the Brisbane local council. The sponsor also has certain governance rights over the project expenses and developments. The tourism department has the governance to maintain the cultural heritage of the building.

When developing the scope plan, the following inputs were considered.

• The end goal of the project
• The cultural heritage of the building
• The political importance of the building
• The present condition of the building

2.Project Scope Statement and Statement of Work (SOW)

The scope of the project is to refurbish and repair the city hall building with new interior and exterior designs.

The Brisbane City Hall is an old building in Queensland, Australia, that holds the seat for Brisbane City Council. This building is quite old and hence, it will be repaired and refurbished in this project.

Quality analysis and supply of materials will be out of scope as for these, the authority is responsible.

3.Deliverables, Client Requirements and Acceptance Criteria

Provide a comprehensive and detailed list of:

• Project Deliverables, requirements and acceptance criteria

The use of a table is recommended.

Include an introduction to the table that explains how a shared understanding of desired project outcomes with relevant stakeholders (mention the stakeholders) was established.

 4. Constraints

List and describe the constraints of the project.

The list of project constraints is as follows.

• The City Hall is a heritage building and hence, with a simple mistake, there can be major deformities in the building.
• There is a constraint of budget as the refurbishment cost of the building is extremely high.
• Maintaining the actual architecture of the building is a constraint as the building materials are worn out and eroded.

5. Scope Management Procedures and Processes

The city counselor has the authority and responsibility for the scope management of the project. The scope will be measured and verified by a quality checklist. The scope change will be initiated by the project manager whereas the authorization will be done from both project manager and financial manager. The final project deliverable is accepted by the construction and repair works manager and approval of project scope will be done by the project manager. The change control will be done based on the events of the project execution and unforeseen incidents.

6.Impact Statement

List parties, business processes or systems, which will be impacted by this project and describe how they will be affected.The parties, business processes and systems, which will be impacted by this project are as follows.

Project Sponsor – They will be financially involved with the project and hence, the success of the project will significantly affect their financial condition.

Brisbane City Council – They use the city hall as their seat and hence, the refurbishment will determine whether they will continue to use the hall or shift to a new hall.

Australian Government – The Brisbane City Hall is a symbol of heritage and a tourist attraction and hence, the refurbishment will affect the government in terms of tourism revenue.

For scope change, first, the initial requirements were analysed and the changes were reviewed against it. Then the new requirements were analysed and determined whether the changes would be feasible for the project or not. After that, the costs and implications of the changes were reviewed. After all the results seemed positive, a scope change document was prepared and it was sent to the project manager in the form of scope change report.

The change has significant impact on the cost and quality of the project.

The changes will be implemented only if they are feasible for the project. First, the changes will be analysed against the project requirements and limitations. After that, the time and budget constraints will be reviewed. Finally, if all the stakeholders agree with the changes, the changes will be implemented and constantly monitored during the course of the project. 

Firstly, the project expenses will have to be calculated accurately and documented in the form of a financial report. Secondly, the extra expenses will have to be noted down and proper justifications will have to be provided. Finally, the document will have to be handed over to the project manager so that he can review the causes and details and approve extra funds to meet the scopes of the project. 

I will identify scope management issues by the occurrence of scope creep and the errors encountered in the project. I will document these issues in form of a report and recommended improvements that will solve these issues properly.

It has been learned that scope management and change management are two integral parts of any project. Project requirements are collected by determining the deliverables that need to be achieved within the course of the project and the overall scope of the project. Moreover, the out of scope items of the project are to be excluded in order to determine the exact requirements of the project.
